28 প্রজাবাহুল্যে রাজার শোভা হয়; কিন্তু জনবৃন্দের অভাবে ভূপতির সর্ব্বনাশ ঘটে।

BNV   যদি কোন রাজা অনেক মানুষকে শাসন করে তাহলে সে মহান| কিন্তু রাজার রাজ্যে যদি কোন মানুষ না থাকে তাহলে সেই রাজার কোন মূল্যই থাকে না|
