9 एज्रा और उसके समूह ने बाबेल को पहले महीने के पहले दिन छोड़ा। वह पाँचवें महीने के पहले दिन यरूशलेम पहुँचा। यहोव परमेशवर एज्रा के साथ था।

10 एज्रा ने अपना पूरा समय और ध्यान यहोवा के नियमों को पढ़ने और उनके पालन करने में दिय। एज्रा इस्राएल के लोगों को यहोवा के नियमों और आदेशों की शिक्षा देना चाहता था और वह इस्राएल में लोगों को उन नियमों का अनुसरण करने में सहायता देना चाहता था।

11 एज्रा एक याजक और शिक्षक था। इस्राएल को यहोवा द्वारा दिये गए आदेशों और नियमों के बारे में वह पर्याप्त ज्ञान रखता था। यह उस पत्र की प्रतिलिपि है जिसे राजा अर्तक्षत्र ने उपदेशक एज्रा को दिया था।

13 मैं यह आदेश देता हूँ: कोई व्यक्ति, याजक या इस्राएल का लेवीवंशी जो मेरे राज्य में रहता है और एज्रा के साथ यरूशलेम जाना चाहता है, जा सकता है।

17 इस धन का उपयोग बैल, मेढ़े और नर मेमने खरीदने में करो। उन बलियों के साथ जो अन्न भेंट और पेय भेंट चढ़ाई जानी है, उन्हें खरीदो। तब उन्हें यरूशलेम में अपने परमेश्वर के मन्दिर की वेदी पर बलि चढ़ाओ।

18 उसके बाद तुम और अन्य यहूदी बचे हुये सोने चाँदी को जैसे भी चाहो, खच कर सकते हो। इसका उपयोग वैसे ही करो जो तुम्हारे परमेश्वर को प्रसन्न करने वाला हो।

19 उन सभी चीज़ों को यरूशलेम के परमेश्वर के पास ले जाओ। वे चीज़ें तुम्हारी परमेश्वर के मन्दिर में उपासना के लिये हैं।

20 तुम कोई भी अन्य चीज़ों ले सकते हो जिन्हें तुम अपने परमेश्वर के मन्दिर के लिये आवश्यक समझते हो। राजा के खज़ाने के धन का उपयोग जो कुछ तुम चाहते हो उसके खरीदने के लिये कर सकते हो।

21 अब मैं, राजा अर्तक्षत्र यह आदेश देता हूँ: मैं उन सभी लोगों को जो फरात नदी के पश्चिमी क्षेत्र में राजा के कोषपाल हैं, आदेश देता हूँ कि वे एज्रा को जो कुछ भी वह माँगे दें। एज्रा स्वर्ग के परमेश्वर के नियमों का शिक्षक और याजक है। इस आदेश का शीघ्र और पूर्ण रूप से पालन करो।

22 एज्रा को इतना तक दे दो: पौने चार टन चाँदी, छ: सौ बुशल गेहूँ, छ: सौ गैलन दाखमधु, छ: सौ गैलन जैतून का तेल और उतना नमक जितना एज्रा चाहे।

23 स्वर्ग का परमेश्वर, एज्रा को जिस चीज़ को पाने के लिये आदेश दे उसे तुम्हें शीघ्र और पूर्ण रूप से एज्रा को देना चाहिये। स्वर्ग के परमेश्वर के मन्दिर के लिये ये सब चीज़ें करो। हम नाही चाहते कि परमेश्वर मेरे राज्य या मेरे पुत्रों पर क्रोधित हो।

24 मैं चाहता हूँ कि तुम लोगों को ज्ञात हो कि याजकों, लेवियों, गायकों, द्वारपालों और परमेश्वर के मन्दिर के अन्य कर्मचारियों ताथ सेवकों को किसी भी प्रकार का कर देने के लिये बाध्य करना, नियम के विरोध है।

25 एज्रा मैं तुम्हें तुम्हारे परमेश्वर द्वारा प्राप्त बुद्धि के उपयोग तथा सरकारी और धार्मिक न्यायाधीशों को चुनने का अधिकार देता हूँ। ये लोग फरात नदी के पश्चिम में रहने वाले सभी लोगों के लिये न्यायाधीश होंगे। वे उन सभी लोगों का न्याय करेंगे जो तुम्हारे परमेश्वर के नियमों को जानते हैं। यदि कोई व्यक्ति उन नियमों को नहीं जानता तो वे न्यायाधीश उसे उन नियमों को बताएंगे।

26 यदि कोई ऐसा व्यक्ति हो जो तुम्हारे परमेश्वर के नियमों या राजा के नियमों का पालन नाहीं करता हो, तो उसे अवश्य दण्डित किया जाना चाहिये। अपराध के अनुसार उसे मृत्यु दण्ड, देश निकाला, उसकी सम्पत्ति को जब्त करना या बन्दीगृह में डालने का दण्ड दिया जाना चाहिए।

27 हमारे पूर्वजों के परमेश्वर यहोवा की स्तुति करो। उस ने राजा के मन में ये विचार डाला कि वह यरूशलेम में यहोवा के मन्दिर का सम्मान करे।

28 यहोवा ने राजा, उसके सलाहकारों और बड़े अधिकारियों के सामने मुझ पर अपना सच्चा प्रेम प्रकट किया। यहोवा मेरा परमेश्वर मेरे साथ था, अत: मैं साहसी रहा और मैंने इस्राएल के प्रमुखों को अपने साथ यरूशलेम जाने के लिये इकट्ठा किया।
